Ukraine Water Public-Private-Partnership Platform

The Ukraine Water Public-Private-Partnership (UWP3) Platform acts as a bridge between the Ukrainian and Netherlands water sectors. It provides a central point for its participants – Dutch and Ukrainian organisations – to come together, facilitating connections and resources, and bringing forward opportunities for designing collaboration strategies and joint actions.

The work of the UWP3 Platform and the knowledge shared by its participants seek to contribute to Ukraine’s recovery through an effective cooperation between Dutch and Ukrainian partners.  

The Platform’s crucial mission is to enable its participants to connect with relevant stakeholders and to support the development of concrete project proposals under four specialised clusters – Water Supply and Quality Restoration, Water for Food, Master Planning (of municipal areas and infrastructure projects), and the Kakhovka Dam Region Reconstruction.

In 2025, the UWP3 Platform will concentrate its efforts on connecting the Platform with:

  • Financial institutions working on, or interested in, funding initiatives contributing to Ukraine’s recovery
  • Other European partners working on, or interested in, contributing to Ukraine’s recovery alongside Ukrainian partners
  • Potential project partners in Ukraine whose projects are at a stage where the Dutch-Ukrainian teams can make a tangible local impact

UWP3 Platform’s participants & activities

The Platform is made of over 40 Dutch and Ukrainian organisations. Its participants represent:

  • Private entities working on consultancy, engineering, water technology, water governance, project management, architecture, master planning, financiers, and applied research actively pursuing collaboration leads for and in the Ukraine
  • Not for profit organisations or foundations active or wishing to be active in Ukraine
  • Public and semi-public institutions with a mandate, active mission, or relevance in the Ukraine

UWP3 participants have access to a variety of joint activities, including General Assembly meetings, where they can connect with fellow platform members, stay updated on available resources and financial instruments supporting reconstruction efforts, and engage with key stakeholders in Ukraine. They will also hear firsthand about the progress of impactful projects within the Dutch-Ukrainian cooperation and have the chance to actively contribute to shaping future initiatives.

In addition to these opportunities, the UWP3 Platform organises a range of other activities, such as online water cluster meetings, and offers valuable chances to meet Ukrainian delegations visiting the Netherlands. Participants can also take part in events that explore the critical intersections of the water-food-energy nexus.

Furthermore, registered participants have direct access to our dedicated coordinators, who provide personalised support, valuable networks, and key connections to help strengthen and advance their project proposals.

The UWP3 Platform is open to organisations registered with the Chamber of Commerce in the Netherlands, as well as those holding a Ukrainian Tax ID, who are committed to actively contributing to Ukraine’s recovery and reconstruction efforts.

Water Clusters

The UWP3 Platform hosts four water clusters, specialised groups formed to facilitate collaboration among different types of organisations leveraging their expertise and identifying complementarity in their offers to support the reconstruction as a team. They include water technology firms, engineering consultancies, NGOs with a vast knowledge of Ukraine, research institutions and government institutions. Together, they engage with stakeholders in Ukraine to outline projects addressing critical issues such as water supply restoration, agricultural water management, master planning for water infrastructure, and municipal recovery.

Current UWP3 clusters include:

  • Water supply and quality restoration
  • Water for food
  • Master Planning
  • Kakhovka regional water & economic development masterplan

Platform’s drivers

The UWP3 Platform is an initiative of the Netherlands Enterprise Agency (RVO) commissioned by the Dutch Ministry of Foreign Affairs. NWP has been appointed as the Platform Manager and has the mandate to bring together parties from the public, private, applied research, knowledge, and NGO sectors for collaborations in Ukraine.
